France Enhances Smartphone Restrictions in Educational Settings

Since the initial 2018 regulation, France has been actively working to reduce the influence of smartphones on students by tightening measures. Starting this September, the rules have become more stringent, completely prohibiting students from bringing their phones into classrooms. Instead, devices must be stored in lockers or specially designated bags throughout the entire school day.

The decision was announced by French Prime Minister and Minister of Education Élisabeth Borne. She stated, “This measure is essential for both the academic success and overall well-being of our children,” highlighting growing concerns about the adverse effects of screen time on young minds. This initiative aims not only to enhance educational outcomes but also to safeguard children from potential digital screen harm.

Before the nationwide rollout, a pilot program was conducted, involving over 50,000 students across 180 secondary schools. During this trial, students were encouraged to leave their phones in lockers or special bags at the start of the school day, promoting a digital detox. Borne noted that the pilot had a positive influence on the school atmosphere, and broader implementation is expected to benefit the education system significantly. The estimated cost of implementing this system in schools is approximately €3,000.

Macron’s Report: Age Limit on Screen Time

This move is in line with a comprehensive report commissioned by French President Emmanuel Macron. The report advocates for limiting smartphone use for children under 13 and suggests restricting access to conventional social media platforms until the age of 18. Authored by a neurologist and an addiction psychiatrist, the report emphasizes age-appropriate restrictions on screen time to ensure guided and controlled digital exposure for children.

France’s decision has sparked similar discussions globally. The UK plans to implement a ban on cell phones in schools starting in 2024. Comparable measures are already enforced in Turkey. In the United States, governors in New York and California have also taken steps to curb phone usage in educational institutions. These initiatives reflect a global trend towards regulating digital device use among young people.
