The report underscores the significant economic role played by small enterprises, particularly those with annual revenues ranging from $10 million to $250 million. Despite their economic importance, these businesses remain largely underprotected by the global cyber reinsurance market, exposing them to potentially devastating cyber attacks.

Targeting Small Enterprises

According to Coveware data, businesses with employee counts between 11 and 1,000 account for a staggering 75% of ransomware incidents. This statistic starkly illustrates how small and mid-sized enterprises are prime targets for cybercriminals.

Due to limited resources and rudimentary cybersecurity defenses, small businesses are more susceptible to expansive breaches, making them easy prey for attackers who can compromise numerous companies simultaneously.

William Altman, Director of Cyber Threat Intelligence Services at CyberCube, stated, “This protection gap is both an opportunity and an obligation for brokers and (re)insurers. Brokers are vital in promoting cyber insurance adoption among small enterprises by helping them understand the importance of coverage. For (re)insurers, venturing into the small business sector not only extends market reach and portfolio diversity but also bolsters economic resilience. Successful prevention and recovery from attacks by small businesses safeguard jobs, supply chains, and community support.”

Strategies for Closing the Gap

CyberCube’s report provides actionable strategies for brokers, underwriters, and reinsurers to close the protection gap affecting small enterprises. Brokers should focus on enhancing education and accessibility to cyber insurance by motivating generalist brokers to spend more time selling cyber policies, improving client communications about cyber risks, and conducting pre-coverage risk assessments to ensure adequate protection.

Underwriters are encouraged to refine risk selection and pricing by creating scalable underwriting models designed specifically for small businesses. Encouraging robust cybersecurity practices among these enterprises and working in tandem with brokers to improve policy language and services will make cyber coverage more accessible and effective.

Reinsurers have a crucial part in maintaining market stability and capacity. By formulating clear cyber underwriting policies for small-business portfolios distinct from those for larger enterprises, reinsurers can ensure that cyber risks are appropriately managed across different segments.

The Role of AI in Cyber Threats

CyberCube also points out the increasing role of AI in enabling threat actors to scan for vulnerable systems more efficiently and on a broader scale than traditional approaches, thereby heightening the risk of opportunistic attacks on small and mid-sized businesses.
